About South Middlesex Opportunity Council
South Middlesex Opportunity Council (SMOC) is a nonprofit organization established in 1965 as part of President Lyndon B. Johnson’s War on Poverty. It provides education, advocacy, and practical support to improve quality of life for individuals and families and strengthen communities. SMOC serves communities across MetroWest, Central Massachusetts, Western Massachusetts, and Lowell.
Its programs address essential needs through early education, family support, regional services, behavioral healthcare, and affordable housing. Early education offerings include Head Start and childcare for children from infancy through age 14. Family and financial assistance programs support housing stability, nutrition, parenting, energy costs, and access to services such as WIC and tax preparation assistance. SMOC Behavioral Healthcare provides programs that include substance-use services, counseling, therapy, and residential recovery support. Through its housing corporation, SMOC owns and manages more than 1,300 housing units, and it also offers shelters, rental assistance, housing education, and home modification support. The organization shares client stories, provides volunteer opportunities, and invites individuals and organizations to support its work through donations and events.
