Shaping Our Appalachian Region (SOAR) is a nonpartisan nonprofit serving the 54 Appalachian Regional Commission counties of Eastern Kentucky. Established in response to the economic fallout of the coal industry, SOAR works to address population loss by strengthening existing communities and attracting new residents, with the goal of supporting economic growth and regional prosperity.

SOAR connects people and businesses with practical opportunities to learn, work, start companies, and participate in community development. Its offerings include free digital literacy and skills workshops, career readiness training, regional job listings, remote-work opportunities, hiring events, and the EKY Talent Network, which helps connect workers with employers. Through SOAR Innovation, entrepreneurs can access business accelerators, coaching, mentorship, customer discovery workshops, startup resources, and funding support. Programs include 1CC Launch + Leap, Startup Appalachia, and the Social Enterprise Accelerator, alongside childcare business training and an entrepreneur relocation program.

The organization also hosts events such as the annual SOAR Summit and SOAR Inspires Awards, shares news and free guides, and invites residents, employers, partners, and community organizations to collaborate in shaping Eastern Kentucky’s future.
