The Sindicato dos Quadros Técnicos do Estado (STE) is a Portuguese trade union founded in 1977 to defend the workplace rights and interests of managers, technical staff and technical assistants in public administration and entities serving public purposes. Its work also aims to help improve members’ working conditions and the quality of public services.
STE provides members with free legal advice and support in Lisbon, Porto and Coimbra. Its assistance covers employment rules, pay, careers, pensions, social protection, performance assessment, collective bargaining, and occupational health and safety. The union also represents public-sector workers in negotiations and publishes information on agreements, workplace issues and current developments through its monthly Infoquadros bulletin and media resources.
For professional development, STE organises training courses each quarter to help public administration employees strengthen their knowledge and skills. The organisation also offers seminars, visits and member benefits, including agreements with partner organisations. Through membership, training, legal support and collective representation, STE serves public-sector professionals and advocates for their interests.
