The College System of TN, governed by the Tennessee Board of Regents, is the largest system of higher education in Tennessee. Comprised of 19 board members, the Board sets policies and guidelines that govern all TBR institutions. All board meetings, held four times a year, are open to the public and the press as observers under Tennessee law.

The chairman also has the authority to call additional meetings as needed. The College System of TN offers a wide range of products and services to students, including opportunities for future students, adult learners, online learners, and military veterans. They also provide initiatives for K-12 education, facilities and development, as well as data and research.
