TENEC is a Russian-language online forum organized around discussions, advertising, and listings for goods and services. Its sections cover forum rules, news, user support, and community feedback, alongside a guarantee service described as an intermediary intended to make online transactions more secure for buyers and sellers. The site also promotes paid access to exclusive content and provides a points-based forum currency.

Listings span a wide range of categories, including payment wallets and accounts, currency exchange, fuel cards, loans, online earning, video hosting, and account recovery. The forum also features offers involving identity documents, financial services, personal-data searches, and cyber-related services. These listings are posted by forum users and advertisers; the site presents itself as a platform connecting visitors with sellers and service providers rather than as the direct supplier of every advertised offer. TENEC highlights moderation and transaction support, and provides access through a TOR domain as well as Telegram updates.
