TENEC is a Russian-language online forum organized around discussions, advertisements, and peer-to-peer listings for goods and services. Its sections cover forum rules, announcements, user support, advertising, dispute resolution, and a guarantee service described as an intermediary intended to protect buyers in online transactions. Members can browse discussion threads, seller offers, reviews, and community updates, with registration and search features available on the site.

The marketplace listings span a wide range of categories, including payment accounts and cards, currency exchange, business and financial services, social media accounts, information searches, shipping, and consumer products. The scraped pages also prominently advertise identity documents, credentials, personal data, and other services that may be unlawful or harmful. These listings are presented as forum advertisements rather than verified or independently assessed offerings. TENEC also references access through a Tor address and promotes third-party services, including a video-hosting platform and fuel cards. Overall, the site functions as a forum-based marketplace and community, with its content and advertised services requiring careful scrutiny.
