The Texas Comptroller of Public Accounts is responsible for overseeing the Texas Prepaid Higher Education Tuition Board (Board), which was established in 1995 to help young Texans pursue a higher education. The Board administers various tax-advantaged plans and programs, including the Texas Guaranteed Tuition Plan (formerly known as the Texas Tomorrow Fund), Texas Tuition Promise Fund®, Texas College Savings Plan®, Texas LoneStar 529 Plan®, and Texas ABLE Program®. The Board also manages the Texas Save and Match Program, which awards scholarships through a savings match program.
The Board consists of the Texas Comptroller, appointed members by the Governor and Lieutenant Governor, and individuals with knowledge and experience in higher education, business, or finance. These members serve staggered six-year terms. The Board holds regular quarterly meetings in Austin, and its annual reports and meeting minutes are readily available.
