Tactical Leadership Programme

The Tactical Leadership Programme (TLP) is a multinational military organisation based at Albacete Air Base in Spain, established through cooperation among NATO nations. With a history spanning 46 years and previous locations in Germany and Belgium, it serves as a focal point for allied air-force tactical training and the development of leadership and operational knowledge. Its work supports NATO’s senior allied commands and national defence forces by helping improve the effectiveness of air forces in complex tactical environments.

TLP offers flying courses and academic courses, including training related to combined air operations (COMAO). Its programme develops tactical leadership and addresses the integration of fourth- and fifth-generation aircraft, Agile Combat Employment, live, virtual and constructive training, contested and degraded operating conditions, and capabilities across multiple domains. These themes are applied in challenging scenarios during course planning and execution.

Alongside its professional mission, TLP supports community and cultural activities through its Community and Culture Foundation, encouraging international team spirit and engagement between personnel, their families and the Albacete community.
