The Transport Community Permanent Secretariat is an international organization dedicated to mobility and transport. With 33 participants, including the entire European Union, the Permanent Secretariat aims to integrate the transport markets of the Western Balkans into the EU. By assisting the Western Balkans partners in adopting and implementing EU legislation, the Permanent Secretariat supports projects that connect the Western Balkans region to the EU and facilitate regional partnerships.

Founded by the Treaty establishing the Transport Community, the organization focuses on road, rail, inland waterway, and maritime transport, as well as developing the transport network between the EU and the Western Balkans. The Permanent Secretariat, based in Belgrade, Serbia, provides administrative support to the Ministerial Council, regional steering committee, technical committees, and Social Forum. Additionally, it acts as a Transport Observatory to monitor the performance of the indicative TEN-T extension of the comprehensive and core networks and supports the implementation of the Western Balkans Six (WB6) Connectivity Agenda.
