Tuovi Hakulinen

Tuovi Hakulinen is an independent health promotion and consultancy practice focused on advancing and evaluating services through research-based health information. Founded in December 2022, the practice is led by Tuovi Hakulinen, a Doctor of Health Sciences and docent in health promotion. She brings around 20 years of experience guiding and developing Finland’s maternity and child health clinic services, known as neuvola, through work at the Finnish Institute for Health and Welfare, its predecessor Stakes, and the Neuvola Work Development and Research Centre.

The practice offers lectures, training, and consultation, helping organisations turn research findings into practical, usable knowledge. Its work includes synthesising and assessing evidence for reviews and care recommendations, with a particular emphasis on family wellbeing, preventive services, and the development of neuvola. Hakulinen also writes for various publications and uses commentary to promote preventive work and population health. Drawing on extensive expertise in Finnish maternal and child health services, she champions their continued development and aims to help bring this established model into its next century.
