UNIONSOA

UNIONSOA is Italy’s National Association of Attestation Companies, established in 2001. It represents companies that assess and attest businesses for participation in public procurement, supporting the operation and development of the SOA qualification system. As of September 30, 2026, businesses attested by its member companies numbered 18,464, equivalent to 52.46% of the national total reported on its website.

The association works to make qualification and public tender procedures simpler and more accessible for businesses. It contributes to discussions on procurement rules and administrative processes, and has publicly advocated practical regulatory changes to reduce complexity. Its initiatives include work on blockchain technology, presented as a way to simplify the SOA sector. UNIONSOA also shares research and sector information through publications, including a study, a qualification-system development project, and an annual report. The association takes part in industry events, including as a main sponsor of the 2026 EUPPM Conference. Based in Rome, UNIONSOA serves as a representative voice for its member attestation companies and promotes improvements to Italy’s public procurement framework.
