Vanglateenistuse moodustavad 3 Eesti vanglat, kriminaalhooldus ning justiits- ja digiministeeriumi vanglate osakond. Vanglate ülesanne on muuta ühiskond turvalisemaks - kaitsta õiguskorda juhtides kinnipeetavaid õiguskuulekalt käituma, kujundades uut mõtteviisi ja andes uusi oskuseid, et nad tulevikus käituksid nii, nagu ühiskonna käitumisnormid ette näevad. Kriminaalhoolduse põhieesmärk on muuta ühiskond turvalisemaks, rakendades vangistuse asemel selle alternatiive (kriminaalhooldaja tugi ja järelevalve, elektrooniline valve, ühiskondlik kasulik töö jm).
