Visalia Rotary Community Foundation (VRCF) is a charitable foundation founded in 1992 by the Visalia Rotary Club to enhance Visalia and the surrounding community. Other local Rotary clubs later joined in its contributions and administration, including Visalia County Center, Visalia Breakfast, Visalia Sunset, and Visalia Latino Rotary clubs. VRCF works to improve quality of life through grants, scholarships, major projects, and emergency assistance.

Its general grants support brick-and-mortar projects and major capital expenditures within Visalia or benefiting the city, provided they address local charitable and philanthropic needs. The foundation also identifies major community projects, drawing ideas from the public and Rotary club members and boards; its Board of Directors determines which projects to pursue. Its scholarship program administers awards for college degrees and vocational education programs. Emergency Fund Grants are considered by the board to address urgent community needs, including freeze relief efforts.

VRCF highlights initiatives such as Rotary Theater, Rotary Respite House, and TC Hope, and invites community members to contribute through donations.
